If you need an example how to develop IT Master Plan, then you can see this document. This document explain a brief about IT Master Plan Development at PT Multipolar Tbk, one of Indonesian telecom service company. Basically, eTom is framework for Telecommunication Operation Map, so most of eTom usage is for telecom company, and Multipolar is also complex telecom service company –although at first I think that eTom would be fit for telecom operator such as XL, ISAT or TSEL.
FYI, you can read more about eTom at TMforum.org

There is a good discussion (unfortunately in Indonesian language) about capacity planning. We, an IT auditor here, find many issues and even a significant one that could rise to the board of director level about the capacity and usage monitoring in corporate level. However one of the biggest problems is to find a consultant who has the knowledge to performs the capacity planning consulting but also maintain the independence.
For example, one of the biggest bank here need to assess whether their investment in infrastructure already optimum or not. Also they want to check whether their staff or procurement didn’t buy useless server or bandwidth. So in this case the management could not rely to the product vendor such as Cisco or IBM, because they tend to give opinion that would support their business interest.
So the choice is depend on independent consulting that has the knowledge that nearly same with the vendor, and it’s very difficult to be found here. Any solution for this situation? Actually the reasonable solution is to find a global consultant that has a local affiliation here. So We can find the best solution at the reasonable cost.
